HHB maintains and operates the Angus L. Macdonald and A. Murray MacKay Bridges that span Halifax harbour. Reporting to the Chief Bridge Engineer, the Bridge Engineer is responsible for providing engineering input/advice and direction to maintain the safety of the two bridges, approaches and related facilities.  They work collaboratively, effectively and cooperatively in a coordinated manner with the Chief Bridge Engineer to deliver projects as per the defined scope and the specified quality, on time and on budget.  This role is accountable for the preparation and issuing of request for proposals, tender documents and other documents needed in the selection and on boarding of consultants and contractors, as well as overseeing the ongoing relationship during the life of the project.   This position also provides guidance, coaching and mentoring to co-op engineering students and support to other HHB departments.  

Essential Duties and Responsibilities:

  • Participates in key decisions pertaining to engineering projects and initiatives as it relates to the two bridge structures, ancillary structures and other infrastructure at HHB.
  • Creates a detailed work plan which identifies and sequences the activities needed to successfully complete key projects.
  • Determines the resources (time, money, equipment, etc.) required to complete the key projects.
  • Develop a schedule for project completion that effectively allocates the resources to the activities.
  • Regularly review the project schedule with the Chief Bridge Engineer and the project team and revises the schedule as required.
  • Collaborate with the Senior Management team as need to achieve HHB strategic goals.
  • Plays a significant role in achieving HHB’s objectives for maintenance, and meeting future needs for expanded infrastructure to provide for safe traffic movement and ongoing development.
  • Participates in the annual bridge inspection team, reviews inspection reports and specialist input from consultants.
  • Assists the Chief Bridge Engineer to develop and implement strategic preventative maintenance and rehabilitation programs.
  • Ensures the project is executed according to the project plan and develops forms and records to document project activities.
  • Monitors the progress of the project and works with the Chief Bridge Engineer to make adjustments as necessary to ensure the successful completion of the project.
  • Prepares request for proposal documents, issuing RFP’s and the preparation of tender documents, issuing tenders, procurement process, review of tenders’, recommendations on award and contracts on assigned projects.
  • Provides recommendations and participates in the communication and coordination with other agencies, consultants, the public and media.

Qualifications:

  • Completion of Bachelor of Science. in Civil Engineering degree
  • Professional Engineer registered or licensed to practice in the province of Nova Scotia
  • 8 – 10 years of engineering work experience in inspection, evaluation and maintenance of bridges
  • Specialist knowledge in long span bridge structures, particularly suspension bridges
  • Knowledge/experience in transportation infrastructures
  • Engineering investigations, analysis and design knowledge
  • Project Management experience
  • Contract Administration and Procurement knowledge
  • Excellent written and verbal communication skills
  • Solid organizational skills including attention to detail and multi-tasking skills
  • Master of Engineering degree will be considered as an asset

This is a full time position working from Monday to Friday, 8:00a.m. – 4:00p.m. (35 hours a week). However, in order to minimize traffic disruptions, the hours of work and overtime requirements will be dictated by construction activities, including some after hours and weekend work.  This is a three (3) year term position
